Personal Profile Licensing Agency

The person profile licensing agency would allow keys to be distributed to operating systems and personal profile to ensure the operating system can request certain details of the personal profile. For example, only medical os softwares could request and send medical events to peoples personal profiles.

License requests from the personal profile would be sent to the licensing agency for verification.
